Here is a breakdown of the different ways to challenge speed camera violations.
Online
Visit the Department of Finance (DOF) Parking Violation or Speed Camera Disputes website and enter your email address to receive an email with a link to the Dispute a Ticket website.
Enter the 10-digit number in the Notice of Liability from the fine, complete the Hearing Request Online Form, upload any additional evidence, and submit the form.
An online hearing will be held within 45 days, although most requests are processed faster, according to the city. After the hearing is completed, the decision will be emailed to you from [email protected].
Mobile app
Download the NYC Parking Ticket Pay or Dispute mobile app, available on Android and Apple devices.
Open the app, click Dispute and enter the 10-digit number from the Notice of Liability. If you don’t have a number, you can enter your license plate information to find all the fines for your car.

Complete all required fields on the dispute form, click “add image” to add any additional photo or video evidence, and submit your request.
To upload evidence, you must give the app access to your phone’s photos and videos. All files must be no larger than 20 MB. After the hearing is completed, the decision will be emailed to you from [email protected].
To dispute a violation by mail, mail the fine, an explanation of your defense, and copies of any supporting evidence to the following address: NYC Department of Finance, Hearing by Mail Unit, PO Box 29021, Brooklyn, NY 11202-9021.
Written data may be submitted in any language and will be translated by a neutral certified translator.
After the hearing is completed, the decision will be mailed in approximately 10 days.
Personally
Speed camera fines can be challenged in person at the DOF Business Center. The centers are open Monday to Friday from 8:30 am to 4:30 pm. Absentee hearings are held on a first-come, first-served basis, although meetings can also be scheduled online.
Residents must bring their driver’s license, vehicle registration, and any evidence to support their dispute.
The ALJ makes a decision based on the evidence and issues an order at the end of the hearing.
