Article Short description
New York City offers several programs to help non-English speaking students learn. The Transitional Bilingual Education Program (TBE) gives students the opportunity to learn to speak, understand, read, and write English while continuing to explore educational content in their native language. Bilingual programs aim to make students bilingual and bicultural while improving their academic performance. One-way bilingual programs see teachers deliver instruction in both English and the main language, while bilateral bilingual programs include native English speakers and those who have learned it. The programs aim to develop literacy and proficiency in English as well as in students’ mother tongue.
what is it and how to register
New York City students who do not speak English well but need to study, which can create problems, can take part in the Transitional Bilingual, Bilingual and other programs. What is it, explained the New York State Department of Education.
Transitional Bilingual Education Program
Transitional Bilingual Education (TBE) programs offer monolingual students the opportunity to learn to speak, understand, read, and write English while continuing to explore educational content in their native language. Students’ native language is used to help them achieve academic success in all subject areas while they are learning English.
The goal of the TBE program is to provide students with the opportunity to transition to monolingual education in English without additional support once they have reached the required level of English proficiency. Although the volume of English-language instruction for students will increase over time, the TBE program will always provide instruction and support in their native language.
Bilingual (DL) programs aim to give students the opportunity to become bilingual and bicultural while improving their academic performance. In most bilingual programs, students receive half of their instruction in their primary language and the remainder of their instruction in the target language they are studying. However, there are other time configurations. For example, in a 90% to 10% model, a greater percentage of instructions are in the target language and decrease over time to reach 50%-50%.

One-way bilingual program
In a one-way model of a bilingual program, teachers deliver instruction in both English and the main language at the same time.
Bilateral bilingual program
The two-way bilingual program includes both native English speakers and those who have learned it. Teachers teach both in English and in their native/primary language. In most bilingual programs, students receive half of the instruction in their primary language and the remainder of the instruction in their target language.
Depending on the model, the percentage of teaching English and home/learned language will vary.
The goal of these programs is for students to develop literacy and proficiency in English as well as their mother tongue.
English as a New Language (ENL)
Formerly known as English as a Second Language (ESL), this program emphasizes mastery of the English language. The material is taught in English using specific learning strategies.
Students receive core content and instruction for English language development, including the use of their native language as support and related study guides to improve understanding.
Students receive English language development instruction from a New York State certified teacher of English for Speakers of Other Languages (ESOL) to master the English language they need to succeed in core areas of study.
This program typically involves English learners with different mother tongues whose only common language is English and therefore cannot participate in the bilingual program.
